The US Food and Drug Administration (FDA) has ordered Pfizer not to sell Viagra in the Russian Federation, the country's largest online market. The drug, which was approved by the US government in July, was used to treat erectile dysfunction.
The FDA also ordered the Russian Ministry of Health to stop selling the drug. Pfizer is seeking approval for Viagra in a country that has no legal restrictions on buying the drug in Russia.
In a filing to the US District Court in Philadelphia, a group of states sued Pfizer for overcharging them for the drug, and claiming that the price was too high, according to a US news report.
In the filing, Pfizer said it "did not have the authority to prohibit Pfizer from marketing Viagra to Russian men for the treatment of erectile dysfunction, nor did Pfizer have the authority to authorize the sale of the drug in the country of origin."
In the US, Viagra is sold by generic, Pfizer said. It is manufactured in the US by Bayer Schering. In Russia, the drug was approved by the government in July.
Pfizer said it did not "conduct any investigation or evaluation into the validity or quality of the drug."
Pfizer said it would appeal the FDA's decision in time, but declined comment.
The Food and Drug Administration
Pfizer said it would appeal the FDA decision. It said it would "ensure that any adverse events associated with the use of Viagra do not occur and that the drug remains safe."
Pfizer
The drug was first approved by the FDA in July 2007 and is marketed by Pfizer, which makes Viagra. Pfizer, based in the US, has not been fined by the FDA since 2009.

In the United States, Viagra is sold by the generic, Pfizer said. In Russia, the drug is manufactured in the Russian Federation.
US authorities
The FDA has been notified that it is investigating Pfizer for "false and misleading claims about the safety, efficacy and quality of the drug," the drug company said in a statement. It said it has received "no response from Pfizer" and "will continue to monitor the safety, efficacy and quality of the drug."
The drug's safety, which includes sexual dysfunction, was previously reviewed in an online forum. The review revealed "that there are no clinical studies in place of the product's original description."
In a statement, Pfizer said that the drug will only be available to men who are over the age of 18 and are taking a "proper dose of sildenafil."
The FDA is also seeking approval for Viagra in a country in which a manufacturer is required to "examine the safety and efficacy of the drug."
Pfizer said it would appeal the FDA decision in time.
The FDA is also considering whether to recommend that Pfizer stop selling the drug in the Russian Federation. Pfizer said it is "reviewing the safety and efficacy of the drug."
Pfizer is the largest online pharmacy in the country, accounting for nearly half of the US population. It operates in more than 100 countries and has more than 2 million customers.
Pfizer said it is reviewing its options for selling the drug in Russia and is "reviewing the safety and efficacy of the drug."
The drug's approval will depend on a number of factors, including:
Pfizer said it was "reviewing the safety and efficacy of the drug" to determine whether it would be "safe" for use.
